What I can tell is that if this were a way life was reviewed it would completely be in conjunction with most major religions.  This would show that God or Gods are not hateful and not all sins are sins.
There are two ways a being is raised through and through nature.  Now if you take a high priest who has done no wrong in his life and go back in time and put him in the worst area of our society then chances are that this priest would have done a sin.  This is an example of the way you are raised.  However, if you take a person whose genetics force him to do bad, then there is no where in the world that can save him from sinning or wanting to sin.So, if this council does look at you character then it is correct.  They are looking into the deep recesses of not how you behaved or the acts you have done, but instead they look at how you managed in your situation.
This council would test the real you that no one else in the human physical world would have brought out.
This is basically a second chance to see how you performed.  It also depends on what type of reincarnation you believe in.  Such as if you will be reincarnated into a human or an animal that you behaved like in your previous life.  The answer is that no one can know what will happen, this author wrote fiction. But small fields where one or two obvious horses means that those two will be around 6-5 and the horses that likely to win are 10-1... then the favorites win and the payouts are all a couple dollars... just not it to bet $2 to win an extra $0.10.It kinda depends on the track.  I live in Cleveland, so my nearest track is Thistledown.  The fields there are usually very small, the wagering pools are small, and the payouts are small.  So you really have to wait for a large field to be able to find some value. So with the restrictions on the liquor license (they are a number of hours), we had cocktails from 5-6, bar was closed during dinner and program but there was wine at the tables and people brought drinks from bar, then the bar reopened until 1 a.m.
never been to a wedding where the dance ended at 11! That would be crazy.
